Ditto to what was said. Neal got to thinking about parents and asked Mozzie about his. It threw me a little as well, but apparently it's something Neal has discussed with Mozzie before. I do think there's more to the story than what we were given, but overall I think the dirty cop thing is true (unless Neal's past is so bad he can't even tell Peter the truth about it *shrugs*)
