So we have these plastic covers for our basement windows, really hard plastic that's kind of rounded to keep the rain from filling the window wells and leaking through the windows. I went outside today to find one of the covers pulled away from the wall and partially dented.
Like I said, this is hard plastic, not something a cat or hyper dog is going to dent. The only thing me and mom can figure is that someone had used it to stand on. What makes it creepy is that my mom's bedroom windows are right over that particular basement window.
Super creepy!
Thank goodness we have five dogs! Okay, technically four dogs - Sara's old, blind, deaf and can barely walk. But she does like sleeping under the window...

Have you reported this to the police?
It sounds like you should as you might have a neighborhood
peeping tom.
Also you might want to place a light outside and turn it on at night.
That is what the police officer told us when I used to attend neighborhood
watch. He said not very costly and they hate that sort of thing when it comes to neighborhood peeper.
My kitchen windows open out on the courtyard so I keep my blinds
CLOSED. I don't want anyone peeking in when they come in my courtyard
At night of course the lights go on, automatically but don't care if it is
night or day.
I also keep my blinds closed in guest room.
When mom lived on seventh hole it was like living in a gold fish bowl
EVERYONE had to look in as they walked past
When we looked for a home together I told her 'NO golf course home'
I hated that kind of easy access.
I lived across the street from homes that border on the course, so no problem now.
